Very vague error, not sure what could cause it. Add Pluto as well as %localappdata%/Plutonium to your antivirus's exclusions, check if your windows date/time are synchronized, run the launcher as admin, check if you've selected the correct bo2/mw3 folder in game settings of the launcher. If all this fails, try a VPN.
