Ok, hello, first of all, its my first time with Plutonium, and i dont have the best english, i couldnt understand a part of the how to install it, its necessary a Owned (bought) copy of the game, or just the Dedicated server thingy that is 14gb heavy? (again, sorry if it sounds stupid)

To play the client, you just need the dedicated server download, as that is literally the full game minus the executables.
