While joining all servers or selected servers? If its selected ones, you might have a shitty internet/high packet loss. If it's the first, do you meet the minimum requirements to run BO2? How much time does it take to load a map?

I don’t meet the minimum requirements but I ran zombies at 20 FPS

If you don't meet the minimum requirements you can't play it. Or well, you can't play it smoothly enough and will face errors like this, plus it's no fun playing on 20FPS either. Upgrade your PC.
