if my friend starts bo2 his mic rushes on discord that i dont understand him what can he do

Try turning off voice chat in the game options, if that doesn't work try this:

Turning off "allow applications to take exclusive control of this device"

System -> Sound -> Device properties below your input device -> Additional device properties -> advanced

Could also just try turning off voice chat in the game options.
