Input_4.dll missing from my computer

everytime i try and launch bo2 on pluto it says input_4.dll is missing from my computer. Ive looked it up on youtube done everything they say and still no fix. any help?

@pantunflin_J the solution is upgrading to windows 10 as we don't support win7.
