All regions are allowed to participate, and per the rules on Challonge this is how situations would be handled:

-For intercontinental games, both teams must use the server that provides the average lowest ping to all players (e.g. NA servers would be used for all games between Brazil and EU teams).

Tournament moderators will be active to ensure the most fair scenario is executed.
