Can't play with bots

I'm trying to play with bots, but the map vote won't show up. I can't use the xpartygo command. Is there a fix for this?

I think you go to a private match, then do "sv_cheats 1" Then do "bot" as a command in the console.

@ScottieC111 when ever i start up bo2 and press online a plutonium screen pops up telling me how to play with bots on public match but the map doesn't load and I've been sitting here for an hour still nothing. I've tried other peoples bo2 like fitgirl her public match maps load but has no console commands. Is there away to get the maps to load on public match or and if not plutonium needs to update the pop up screen.
