Localhost server for pezbots?

Hello, is there a way to host a local server so I can add pezbots to it? So no one else can connect and connect using the console, or is it strictly plutonium servers? My girlfriends just gotten into cod and she's in training and she will get fully mashed online. At the moment she's on a pretty bad laptop, so black ops 2 was pretty laggy of 20-30fps and I never saw an option for mods on MW3, which runs fine. But I think WaW will be a good starter for her.
