Server is for low ping players only err

hey- i have this error : " Server is for low ping players only" when i make my server host or my friends wanna join me from friend list .
i forwarded all related ports in my routher already and i didn't set any min-max ping in config file zombie server .
any idea how can i fix this ? -
Set sv_maxPing to 0 also don't create multiple topics for the same issue.
