Try using the following command in the console once you start up the game before joining servers: scr_skip_devblock 1
You can use this on either the external console (the window you’ve taken a screenshot of) or the in-game console. To open the in-game console, check this: https://plutonium.pw/docs/opening-console/

You can try cg_draw2d 0 but that will also remove other 2d elements.
Best way to prevent this is to play on other servers.
