Resxt still.. didnt do anything

Resxt its still not working, should i try uninstalling my anti virus, even tho its disabled?
also my core version is r3327 and my launcher version is 2.2.1 does that mean anything?

Resxt do i need steam_api.dll?

Resxt are you able to help?, ive tried reinstalling the game and the launcher and still it isn't working

Dss0 its not my antivirus as i have disabled it

Every time I launch the game, a CMD window opens for a few seconds and then both the CMD window and the launcher close and nothing happens. I've checked the files at the installation location and everything seems to be fine. The only thing I'm missing is a file called "localisation.txt". Does anybody know how to fix it?
