Plutonium

why is my plutonium slow? like the fps is low, when i exist out of the window the fps becomes 60-70, but when i exit out and come back it decreases to 5 i tried one of the tips and it still doesnt work, it used to not be slow now it is

Dss0 i tried lowering fps it didnt work so its not the problem with fps , what i mean by "Slow" is when i interact with anything like clicking on anything its slow, and how do i view my pc specs, also it can load the maps perfectly fine its just the problem of my plutonium being slow

Scrqffy so like i check if my CPU below 10% or memory?

I tried lowering the Graphics, Didn't work, it used to run it perfectly fine. any help?
