@Blackburn89 are you using your Steam files, the torrent provided by Plutonium or another source?
If you are using your Steam files then repair the game in Steam
If you are using the files from the torrent then repair it
If you are using files from another source then they're probably incomplete/broken and we can't help with that. Get clean files from the install guide
