Here are my tips to fix that:

1. Go to Control Panel -> Mouse -> Pointer Options -> "Enchance pointer precision" and turn that off.
2. Use command: "cl_mouseAccel 0"
3. In game settings turn off vsync, and use FOV SCALE 1.00 with FOV SENSITIVITY enabled
   That should help, let me know if it did.
