Disable the "IP Helper" service in Windows. Older Call of Duty PC games often "stuck" when sending IPv4 and IPv6 packets simultaneously on a hotspot. Press the Windows key combination R, type services.msc, and click Enter. Find the service called IP Helper in the list. Right-click on it, select Properties, change the Startup type to Disabled, and click Stop.
