Is this only on BO2? Have you tried port forwarding? Might be that or something, just a tip. Here's a pic with the included ports to open, don't know if there's a difference between the ports on BO2 and Plutonium version, but you could try:)

How do I start speedrunning?I'm not sure. Are you using the plutonium client, and have you tried re-download the DLC's, checking for corruption or updating file integrity? Not sure why they wouldn't spawn, they spawn in every game I've tried.

How do I start speedrunning?I think they spawn once the robots have stepped on the foot marks/walk trail, or once it's been raining. I don't know about the maxis drone pieces, you mean also the part that's in spawn? Origins EE should be in original patch, as it came with the release of the map. Cracked DLC's may be an issue if the download is corrupted or something maybe. You still can't get it too work?
