The only solution that worked with me that I didn't find anyone talk about is by adding:
seta raw_input "1"
inside
AppData\Local\Plutonium\storage\t6\players
inside
plutonium_zm.cfg for zombies
or plutonium_mp.cfg for mp.
Don't listen to people that say lower your mouse hz, hope this helps :).

we all know the issue where for some reason you cant exceed 60 fps and use your actual powerful gpu in bo2, you encounter slow movement, especially in buried when using the paralyzer, flying with it literally doesnt work, so is there a mod that fixes this while I am playing on 240 fps? sorry but I prefer smooth thats why im on pc :D!
