I was waiting for the next update instead of upgrading to windows 10 and,
the problem was fixed when the new update got released and i installed it due to the changes you/the team made.

umm i think it's better to let the devs contact to you now ?
try sending this forum to their " discord " server on " mw3 support " channel
this problem depends on your current driver of your nvidia's graphics card version and your monitor and your hardware as well
try updating your bios to the latest, and your hardware's drivers too ( create windows restore point for the safety before updating the drivers )
and change some settings if possible on nvidia's control panel and the resolution
search more forums about your problem by typing on google " Micro Stutters problem for nvidia users " and try until you find the solution
i'm having this problem currently with my amd but i can fix it by switching to intel that is powerful as amd or buying an external monitor which it's recommended to play on instead playing on my laptop's monitor.
Devs said that if the game is installed on other languages insted of " english "
there might be issues you are going to face with it.
it's recommended to reinstall the game in " english " since they didn't support other languages and maybe they will in the future updates ?
first - what's your anti-virus software?
second - disable the anti-virus protection when you play if possible and enable it back when you finish playing , or use windows defender insted and delete the third-party software.

before everything, check by playing other mid/heavy games that are able to run on your pc before doing this,
because maybe i'm wrong if it was the client issue for amd/nvidia/intel users and if something goes wrong it's at your own risk by doing it !, and if it's really doing some freezing/stuttering issues,
try doing like what i said below :
Software issues:
Sometimes your amd's adrenaline/ nvidia or intel's control panel software has wrong settings and you have to change and play on your settings until you find the perfect one .
And all the drivers should be up to date
also windows should be too up to date

Hardware issues:
Keep your bios up to date
Avoid Overclocking your gpu and cpu if possible
Check your cpu's/gpu's temperature, it should be below 90 ( for the cpu ) 85 ( for the gpu ) degress using Open Hardware Monitor Software :

1- i don't have OBS
2- my mouse is not one of the razer type or gaming mouse so it's cheap and i'v tried to move my cursor using the touchpad and my graphics tablet and the issue is still the same
3- yes the game is already installed on Steam Dedicated Server
to give more information, the OS is Windows 7 Service pack 1 ( it's fully updated ) and tried to check some other forums that says there is an update that cause the issue and couldn't find it
and i tried to use windowed, Windowed without borders, Fullscreen on different resolutions and it didn't work
The Laptop's specifications is:
Intergrated Graphics ( intel HD Graphics 620 )
AMD radeon r7 m440
Intel Core i7 7500U 2700MHz
12 GB RAM DDR4
Tried to check my cpu and there is absolutely no issues
and the priority was set on normal by default
so yeah, help ?
