H3X1C I tried everything nothing worked

download stuck
my download is stuck at 5/745 and would never move and in task manager the network usage is 0% -1% and i did all steps i ran as admin and put piry in bo2 file, so pls help

and ran it as administrator

i left it on for 15 hours and i put in the games/callofdutyblackopsII folder

I have the same issue and when i go to taks manager it says this
