If you have game files from Steam with all DLC's, then yes, you can play on Plutonium with Steam files.

hnaelh he probably used some FOV/FPS Changers, or some Toolboxes.
If it is his first offense (which is 7 days), then he'll have to wait out his 7 days ban period, and once his ban expires, he will be able to play normally again.
In the meantime, tell him NOT TO create another account, because that will only make his ban longer.
Next time, if he is unsure of some software, tell him to either check in LAN mode and check here on Plutonium, or tell him to delete the software immediatelly.
There are lots of GSC modding tutorials on here (and GSC itself is really easy), and majority of the shit can be done by simple commands (for FPS, he could type com_maxfps 1000, for FOV, he could type cg_fov [fov], and default it with cg_fov_default [fov]).

Making a flux by baking a GPU in oven could've worked but it is never recommended, not because of the capacitors (if there were any old form capacitors, you can desolder and resolder them), but rather because you'd render the oven unusable due to the electrolites in the oven, meaning after baking the GPU, you couldn't bake chicken or anything.
Drivers could've been an issue, but I guess we'll never know.

You can uncap your FPS with com_maxfps 1000, but I hardly believe it will help, because you haven't really listed your specs.

Cancermania there's nothing to do other than restoring the original values of "raw" folder, or just fully deleting and reinstalling the game.

Koomark that's certainly not possible, because you'd have to constantly switch users to be able to play the game. No, I don't think it will cause the ban on both accounts, but it's not quite possible to do. Either get an used xbox console and BO1, or get your friend to install the game on his rig.

@JosephxRevenge probably because you have the T5 Torrent SEEDING on your PC.
Instructions on Plutonium's website clearly stated you have to stop seeding process once the game is downloaded. Seeding in general slows down your computer, so that's why you should always stop the torrent once it's done with the download.
As for the WiFi, it's certainly not possible just to lose WiFi by downloading programs.

Your PC needs to meet minimum requirements for Plutonium to even work.

CapITanJAC AMD Adrenalin 22.6.1 works with Plutonium without any issues. Perhaps you could try 22.8.1? Of course, with uninstalling previous drivers with DDU.

killedbytato bans are linked to your PC, meaning if you create another account while banned, you'll make your ban longer. First ban is usually 7 days long, and is automatically removed upon expiration. You've made your ban 56 weeks long, and will be able to play again after 56 weeks.
Once it expires, you'll be able to play normally. Second ban is permanent, so don't make the same mistake again.

I know it is a necro, but I have to copy and paste the same goddamn message regarding BO3.

1. Activision still milks the living shit out of the game, they still get money from the game.
2. Activision still supports BO3, because of the profits, and would send Cease and Desist note if any of the devs have uploaded BO3 on Plutonium. Activision does not care/does not support/does not get any profits from the games that are supported on here.
3. There's nothing to add in BO3 in Plutonium, except for an anticheat and better RCE preventions.

If Activision stops support for BO3, then I think Plutonium devs could add BO3, but that's still a big maybe from both Activision and Plutonium.
