Plutonium

Update: When I was recording it, the game resized itself to 1080p( since I normally play on 720p), and the game ran. So I am assuming that the issue with fullscreen 720p (I'm not sure tho).

The CMD runs perfectly. I'll see if I can record it and show you/anyone what I mean.

So When I boot up Plutonium, it boots up fine. When I attempt to launch BO2(ZM or Multi), it doesn't "boot up". I Play on fullscreen so It goes fullscreen, and then the game sends me back to the home screen. But I can still see the Plutonium Icon and the CMD.
I am wondering if there is a way where I could edit the graphics settings without launching the game. If so, how?

(I don't know if I am writing in the right section)

I am trying to play Mob but for some issue, I cant. The little icon for it in the globe will pop up, and when I click on it. It is all white.
