Anti Cheat works fine and doesn't lie, but players do lie about their ban and say anything to get unban. Grow up and be a man about it and wait out your ban. Pluto Staff and Server Owners deal with this all the time. Banned users always claim innocence and complain about it when the logs provides the proof. A Staff member should extend your ban for wasting their time.

Implement custom maps to be downloaded server side or a download manager. There is one download manager out there that has every custom map for WAW if you would like to integrate with your client.

There is a console command you can enter to enable Borderless fullscreen windowed.
The command is r_fullscreen 0;vid_xpos 0;vid_ypos 0;r_noborder 1;vid_restart.
