It turns out the Paralyzer physics are tied to FPS (Possibly only host FPS) in such a way that higher FPS will reduce the propulsion on the Paralyzer. Setting an FPS cap at 60 or 120 will resolve the issue. I didn't notice a substantial difference between 120 and 60, but above 200 FPS its practically unusable. If anyone else was having this issue I hope this solution works!
