@sp3k in the near future no. There aren't a lot of reasons to create a client for BO3 since the only issues are the anticheat and player count so it's not interesting for passionate people to work for months on this just to basically fix the anticheat. And also BO3 still gets a lot of sales so doing anything with it would just lead to legal issues.
it might happen in like 5 or 10 years but probably not before
