how to fix the bug that zombies spawns are not blocked?

Zombie spawn not working good, between round 20/25, zombies are not spawning in public/own server.
Any Solution??

I want to change the music of bo2, Main menu and in game.
Unfortunately i need an extractor and importer to inject the sabs, or flac files into game, i've tried some of internet (Black Ops II Audio Dumper & Black-Ops-II-Sound-Studio) but it seems not working.

The audio is converted in flac but seems not working, Any advice?
