Plutonium is not supported on Windows 7. If you have any issues running Plutonium on Windows 7, you will not get support by us. Upgrade to Windows 10, Windows 7 does not get updates anymore.
No, just admit you want the game for free. BO3 already has modding tools and dedicated servers, would be pointless to make a client for that. Buy it from Steam.
