Screenshot your bo2 folder and game settings of the launcher.

Try writing r_fullscreen 0 and vid_restart into the bootstrapper cmd window and see if you can get into the game again. Also try updating your GPU drivers.

@PedroLucasPiai place this anywhere on your PC and run it https://github.com/ChxseH/Redist-Installer/releases/download/latest/Redist-Installer.bat Let it finish to download and install everything and when it says it's done restart your PC and try again, this should work.
