I have already uninstalled, reinstalled, and followed the repair steps and I am still getting this error code when trying to boot the game. I do not have an antivirus installed on my computer.

How to fix the code_pre_gfx error?
If you downloaded the game on Steam then repair your game https://plutonium.pw/docs/repair/

If you downloaded the game with the torrent provided by Plutonium then repair your game https://plutonium.pw/docs/repair/

If you didn't download through Steam or the torrent provided by Plutonium then you probably have a lot of missing files (like all multiplayer files)
Delete your files and download from Steam or the official torrent instead https://plutonium.pw/docs/install/

Note that for Black Ops II, if you used your Steam files, you have to make sure you downloaded both Multiplayer and Zombies
