      Are you 100% sure the IP address is your PC local IPv4 on the right network adapter?

          elRodrix99 if you're in ethernet then yes
          screenshot the content of your server bat (hide the server key)

            Okey, by the way i tried changing the firewall rules but neither worked. I only able to enter in the server using the command connect localhost:4977

                Why are you opening port 4977 when you set your server to 4976?
                Change your bat to use 4977

                Also in case you didn't know the server name is given by your server key, not by what you type in the bat.
                So when running your server people from outside your network need to search the name of the server you gave in the server keys page

                Also when running wait for a heartbeat to have it in the server list.
                And finally, you not seeing your own server can be normal, so ask people outside your network to search

                  I use the 4977 port beacause a i watched a tutorial that recomend use that port. So is normally to join using localhost command?

                    elRodrix99 yes. I'm not saying using 4977 is bad, it's actually good. I'm saying that if you use it then set 4977 in your bat too
                    Like if you port forward port 4977 why do you put 4976 in your bat? Change it to 4977 too
