I wanna know if there is an command that turns on “high fps mode”

Dead-eye Doesn't exist. You can only turn off certain dvars to achieve more fps if your running a potato pc and of coarse lower all graphic settings and play in window borderless, etc. Servers that have a Fps command just coded it in themselves by disabling certain dvars to give more fps to players. Here is all the dvars for bo2 with description. If your looking for dvars on another game. Google is your friend here
