Dead-eye Doesn't exist. You can only turn off certain dvars to achieve more fps if your running a potato pc and of coarse lower all graphic settings and play in window borderless, etc. Servers that have a Fps command just coded it in themselves by disabling certain dvars to give more fps to players.
