Why are the torent files not downloading?

In the qBittorrent, I have the dls and full game popped up and they both say downloading but nothing is happening. How do I get these files to install so I can play BO2?

Are all of your torrents stuck at 0%?
Can you try downloading this torrent and tell me if after a few minutes it's still stuck on 0% or not?
