Tell him to delete both the launchers, the original one and .new one and redownload it from https://cdn.plutonium.pw/updater/plutonium.exe. After done, run it as admin. If that still doesn't fix it try deleting %localappdata%/Plutonium and running the launcher again.

If it doesn't work for you, look for a video on youtube on how to put all the dlls on it.
