Cant open plutonium

whenever I open plutonium.exe this happens i removed the local data file the exe restarted my PC downloaded the exe again and I still get this error.
failed to check for updates: Could not load file or assembly 'System.Runtime, Version=4.2.2.0, Culture=neutral, PublicKeytoken = bO3r5f7F11d50a3a' or one of its discrepancies. The system cannot find the file specified. Crash ID: 44c83c829fb3410c8ae23e1a444e3f45 plutonium
