Stolen name

Hi, a friend of mine had the username jeepjeep and he changed the username for fun and a dude stole that username. The account that has the original jeepjeep username is now called peejpeej(the opposite of jeepjeep) and the guy who stole the username jeepjeep has gotten banned on that account
That is the account with the stolen name
That is the account that used to have the name jeepjeep.
I wondered if it is possible to delete the banned account that stole the original name so my friend is able to get his name back?
