Failed to check for updates (need help!)

I've been trying to fix this issue for a while now but literally nothing works and was wondering if anyone could help me with this.- I changed the DNS Server,
- Used VPN disabled VPN,
- Disabled my Firewall and disabled my Systemprotection,
- Reinstalled the launcher put the launcher in a different harddrive,
- Downloaded the launcher from another website,
- Ran plutonium as an Administrator,
- Downloaded plutonium from a different browser
I've been trying to download this for my friend and everytime he opens "plutonium.exe" to download the launcher, to then download the actual game
the error keeps popping up.If anyone has a potential fix for it please reply!!
