Server is lagging even though it is barely using any RAM, not utilizing the server CPU fully at all, and the disk I/O is just fine. I have the server on a Windows VPS with 4 vCores and 8GB of RAM and once I get above 10 players, my server lags and I have no idea why, can anyone give any advice here? I'd appreciate it, thanks. Server is running windows server 2019 and nothing else is installed to it. I also cleared out the files that it recommended I cleared out which seemed to help a tiny bit, but not super meaningfully.

No Mods other than IW4Admin I think it's called and a votemap plugin along with a ping limiter plugin that's part of IW4Admin
