My friend was banned for 27 years for the reason "stolen account" Please help

My friend was banned for 27 years for the reason "stolen account" and he has no idea what he did because he made his account and nobody else has ever logged into it. His account name is Skag and he wants to see if he can either be unbanned, or get an explanation as to why he was banned.

His account was accessed by multiple IP addresses known to have been used by a group stealing short Plutonium usernames to then sell to other people.
I'll send an email to the email address on the account from 2021, if your friend can respond to my email then i'll unban the account. Your friend should certainly change his password once unbanned and enable 2 factor Authentication.
Edit: Email sent, he has 48 hours to respond to the email. If we do not get a response, we will close this thread.

Then there's nothing we can do. I sent it from my Gmail and it's the only registered email address on his account.
Double check his spam just incase, the subject was "Plutonium Account Recovery - Skag"
We can't reveal which email address we sent the email to due to data protection laws, but I can say it was a Gmail address and starts with the letter c.
I know it sounds silly, but for all we know, you don't even know Skag and this could be a social engineering attempt to try and gain access to the account. We also can't confirm the he is the account owner in any other way either, the only other way is by checking donators payment details but as he isn't a donator, we obviously can't check that.
He is obviously welcome to create a new account, which I know wouldn't be the ideal outcome but would be the only other way without responding to the email. I've resent the email just incase but that's the most we can do.
