Don't launch from Plutonium-Launcher-Win32.exe, launch from plutonium.exe instead.
You're missing out on updates, hence it won't launch.
If that doesn't work, redownload launcher.

02l it's launched by plutonium.exe and yet the same error seems to happen

Gamzk Redownload Plutonium then. It should resolve your launching problems.
