I'm had the same issue, plutonium.exe was not placed in the right directory.

Edit: I was running under wine (linux) and after a couple of hours of troubleshooting I fixed it by using wine cmd to run the bat file of the server.

Martix said in binary unable to load into memory:

        plutonium.exe

Doesn't matter where you put it at all.

I created a new profile on my PC and Just moved the files over and it fixed the issue(The Pluto Luncher had to re-download). Try redownloading Piry.exe on the new profile as well if converting files over doesn't work but as I said creating a brand new administrative profile on my PC stopped that error message from occurring before launch.

PS: Xerxes is correct Matrix , the Plutonium.exe location doesn't matter in this instance. I'm not aware of the exact problem but because of the current resolution, having it be that a new profile was required I would have to make the assumption that the problem lies somewhere in the installation process. Maybe a file was missplaced or AntiVirus Blocked something the first time around I'm not exactly sure but what I do know is a fix that worked for me.

I do think it's related to the filepath, afaik having spaces in your windows username can cause issues. Could also be that the path to your bo2 installation was too long or contained non-standard chars.
The location of plutonium.exe shouldn't matter but the location of the bootstrapper and your game does.
