fixing default_mp_controls without owning the game on steam

hi, i have this issue, i did read in the FAQ reason for this is becuase an error or mssing something in the base-game, however the fix requires owning game on steam, which i don't. any suggest solving way, if not please a place where surly would be working with plutonium to get the game? tried ova and igg, both having issues when try to.
