Last time I checked B3 was outdated and no longer maintained. I could be wrong though.
If you don't care I recommend using IW4MAdmin anyways since it's constantly updated, it's what everyone uses and what you'll have the least incompatibilities issues and most support with normally

cYBORG1 last update on B3 seems to have been released 3 years ago so I wouldn't recomend using it unless you really want a feature you can only get that way but I doubt it's the case. IW4MAdmin will work just fine for what you need most likely
