[Release] Plutonium (Server) Manager + Egg

Plutonium might die soon, but we disregard that...
I created a tool to help server hosters easily create new servers. I have made a similar tool in the past here, but I have recently updated it with more features and a rewrite to Rust. You can view the project here.

Technical details
In addition to creating the manager, I've also rewritten the IW4M log server within Rust and created an RCON client to support COD games, also within Rust. The RCON client is broken since I receive empty messages from tty. I might fix that soon...
Compared to the TypeScript version, this only downloads the slimmed server files instead of downloading the entire game and then slimming the installation down. It did that due to an issue with the webtorrent dependency.
Since everything is written within Rust, it works on Windows and Linux without needing an interpreter which makes things more efficient.

Yes, but if you don't fix the method to be able to connect the server with iw4admin, we don't do anything to manage
