unable to create a server key

Hi
I'm trying to set up a MW3 server for me and some friends and I am unable to do so due to not verifying ownership of the game? does this mean I need to own the actual game as in the (£30 steam purchase) rather than just the dedicated server tool via steam to be able to set one up?
