Are you running any kind of screen recorder like Medal or GG Recorder?

Xerxes ive got medal open but i tried closing it and i still never worked

Then you probably can't fully close it the way you think. Can you check if it is installing a service and if it works if you disable it?

i have this same problem and I don't have any screen recorders

try to put in the file location again from inside
