Is there a list of commands for doing basic actions like restarting a session?

map_restart is what you need if you want to reload scripts etc. aka doing a clean restart
fast_restart restarts the current map and mode too but is slightly faster and won't reload scripts

As for basic commands I don't think there are and you don't really need them anyways, most things are not done with commands
You should be able to find something in%localappdata%\Plutonium\storage\t6\players or the t6 folder

And is there also a command where I can change the current map?

You might as well use IW4MAdmin or my chat commands to make it easier/run commands from in-game
