Plutonium failed to check for update/ not up-to-date

Hi can you help me fix this issue? I already tried changing DNS,VPN and turning off antivirus and firewall, i also add exception for plutonium in antivirus

none of this working, i dont even have folder in %localappdata%. this happened when when i downlad plutonium.exe and try to run it
