Make a bo2 server

hello everyone, I'd like to create my own bo2 server. So yes, there's this tutorial here https://forum.plutonium.pw/topic/32250/an-update-on-game-ownership-verification
But I've followed all the steps and I always come back to the same point: error when verifying my account. It's public, as requested etc. However, my English is a bit rusty and I'm wondering if I shouldn't have bought the game to create a server?
Any ideas would be appreciated!

If you have the steam version of the game it sould be easy and it must to work. -

Why else would we ask for your Steam profile to be public and why would we display the list of your owned Call of Duty games? -

You will see an error when trying to create a key anyways -
