Can't create a server key

Hello, when i try to create a server key, thats say me "Failed to create key: Your account has not verified ownership for this game." So i saw on the forum that i have to have an old account, so i connected to my older account which i ALREADY created a server with once, but this time, the exact same error, pls help.
