No, its a network issue.
If you want a more stable experience, ignore the lobby system.
Portforward, start the game and let your friends connect through the connect command.
It's a bit more the set-up but works much better if your router isn't the best. -

No, thats a VPN and a very bad one at it.
If you want to go that route use radmin. -
