why are BO2 weapon dlc skins unlocked without having to buy them on steam first?

Well no but still makes me wonder why they're unlocked is all. Especially if you have to buy all the zombie dlc packs for them to work on plutonium, I would have figured the dlc weapon skins would work the same way.
